“ENCUENTROS DEL OTRO CINE”
REGLAMENTO
CONDICIONES GENERALES
1. Los “Encuentros del Otro Cine” son un festival de documentales de creación no competitivo y no lucrativo organizado por la Corporación Cinememoria. La temática y la duración de las obras participantes es libre. Sin embargo, no serán considerados los documentales de vida silvestre o institucionales.

2. Solo el titular de los derechos de autor puede inscribir una película. El participante asume la responsabilidad sobre la veracidad de este hecho.

3. Al inscribir la película el participante autoriza seis exhibiciones del filme en el festival y renuncia a toda retribución económica por este concepto. Esta autorización es irrevocable. Las películas seleccionadas que hubiesen sido debidamente inscritas no podrán ser retiradas de la programación del festival.

4. Solo se puede inscribir obras terminadas después del 1º de enero de 2008.

5. Un mismo participante podrá inscribir uno o más documentales.

6. Cinememoria receptará inscripciones para la novena edición de los EDOC desde el 1 de octubre hasta el 31 de diciembre de 2009. La fecha del envío de los materiales no puede ser posterior al 31 de diciembre de 2009.

7. Las películas que hubiesen tenido un estreno comercial en el Ecuador antes de la celebración del festival no serán aceptadas.

INSCRIPCIÓN
8. La inscripción se hace en línea y es gratuita. La inscripción en línea de un filme supone que quienes lo inscriben han aceptado el presente reglamento.

9. La inscripción se perfecciona una vez que haya sido recibida en las oficinas de Cinememoria una copia de la película inscrita en formato DVD (NTSC o PAL) acompañada de un CD con al menos dos fotografías del filme y una fotografía del director o directora con un mínimo de 300 DPI de resolución (formato JPEG de preferencia).

10. El material solicitado debe ser marcado con la etiqueta: SIN VALOR COMERCIAL, CON FINES CULTURALES EXCLUSIVAMENTE y enviado a la siguiente dirección:

11. El envío de los materiales descritos en el punto 8 corre por cuenta del participante. Se recomienda hacerlo a través de correo regular certificado o recomendado. Sin embargo, si lo hace vía courrier, requerimos que se marque el peso exacto del paquete. La declaración de un peso aproximado e inexacto da lugar a la imposición de multas al destinatario por parte de las Aduanas del Ecuador. Adicionalmente solicitamos que declare un valor no mayor a USD10,00 para obviar el pago de aranceles.
El festival dejará en abandono los envíos que hubiesen generado multas o aranceles. El festival tampoco se hará cargo de los daños que sufran los materiales en el traslado. Los materiales defectuosos no serán tomados en cuenta.

12. Las copias de preselección no serán devueltas y quedarán disponibles para los usuarios de la Videoteca de Cinememoria. Al inscribir una obra, el participante autoriza a Cinememoria a usar la copia de preselección para propósitos educacionales y culturales sin fines de lucro.  Las exhibiciones públicas solo se harán con el consentimiento del titular de los derechos.

PROCESO DE SELECCIÓN
13. La selección de las películas compete a la Directora Artística del festival que cuenta con la asesoría de un comité de expertos. No se ofrecerá explicaciones sobre los criterios de la selección a los participantes.

14. La selección será notificada a partir del 1 de marzo de 2010. Quedará entendido que las obras de los concursantes que no hubiesen sido notificados hasta el 1 de abril no han sido seleccionadas.

ENVÍO DE FILMES SELECCIONADOS
15. Las películas se exhiben en versión original en español o subtituladas al español. Solo excepcionalmente se aceptan películas que no cuentan con una versión original en español o subtitulada al español. En ese caso se requiere el envió de una lista de diálogos en el idioma original y en inglés a la dirección de correo electrónico: .

16. El participante cuyo filme hubiese sido seleccionado se compromete a enviar una copia de exhibición de la película en el formato que se haya acordado previamente con el festival. También podrá hacer llegar un máximo de 500 gramos de materiales promocionales y de prensa, como afiches, dossier, postales, etc.

17. Los gastos generados por el envío y el retorno de las copias de exhibición y de los materiales promocionales correrán por cuenta de los EDOC. El remitente se sujetará a las instrucciones que al respecto le haga el festival. Todas las copias serán devueltas tan pronto concluya el festival. Los materiales promocionales no será devueltos.

18. Las copias de exhibición deberán ser enviadas a nuestras oficinas hasta el 22 de abril de 2010 si la versión original es en español o si tiene subtítulos en español. Las copias que el festival vaya a subtitular deberán llegar a nuestras oficinas hasta el 8 de abril de 2010.

19. Los formatos de exhibición del Festival, en orden de preferencia, son: DV Cam (NTSC o PAL), Betacam SP (NTSC o PAL), 35mm y 16mm. No se acepta el formato DVD para exhibición.  Si el documental se encuentra disponible en varios formatos, el festival seleccionará el formato de exhibición que más le convenga.

CATÁLOGO, PRENSA Y PUBLICIDAD
20. La información proporcionada en el formulario de inscripción será utilizada en la elaboración del catálogo del festival.

21. Las decisiones acerca de los contenidos editoriales del catálogo son potestad exclusiva del festival.

22. El festival podrá utilizar imágenes fijas o fragmentos de hasta tres minutos de las películas de la selección oficial en cualquiera de sus publicaciones impresas, electrónicas o audiovisuales. Cuando la duración del filme sea inferior a 30 minutos los fragmentos no excederán el 10% de su duración.

REGULATIONS

GENERAL RULES
1. EDOC is a non-competitive, non-profit documentary film festival organized by Cinememoria. All subject matters and film lengths are accepted but we do not consider wildlife or institutional documentaries.

2. Only a legal right-holder can submit a film to the festival. The person who signs the submission is responsible for truthfully acknowledging this issue.

3. When registering a film the participant authorizes six screenings during the festival and relinquishes any financial retribution for these screenings.  This authorization is irrevocable.  Once submitted and selected, films cannot be withdrawn from the festival’s official selection.

4. Only documentaries finished after January 1st, 2008 can be submitted.

5. Any person can submit more than one documentary film.

6. Cinememoria will accept submissions for the 9th Edition of the EDOC festival from October 1st to December 31, 2009. Materials can’t be sent later than December 31, 2009.

7. Films that have been released commercially in Ecuador before the festival will not be accepted.

SUBMISSIONS
8. Submissions are done online and there is no entry fee. The online submission entitles that the person who submits the film agrees with these regulations.

9. Submissions are made official once we receive a DVD copy (NTSC or PAL) of the film together with a CD with at least two photographs of the film and one photograph of
the director.  These pictures have to have a resolution of at least 300 DPI each (JPEG format is preferred).

10. These materials should be placed in an envelope with the following message: NO COMMERCIAL VALUE, FOR CULTURAL PURPOSES ONLY and sent to the following address:

11. Shipping and handling for additional material should be entirely paid for by the person who submits the film. We recommend to send these materials by certified mail. If you decide to send them via an external courier (DHL, UPS, etc) we require the package to be marked with the exact weight of its contents.  Declaring an approximate weight will result in monetary penalties for the festival imposed by the Ecuadorian Customs Service. We also require for the package to be marked for a value no higher than 10.00 USD to avoid paying for additional taxes.

The festival will abandon packages that generate penalties or additional taxes. The festival will neither be responsible for any damages that the materials suffer in the shipping and handling process.  Faulty materials will not be taken under consideration.

12. Submitted screeners copies of the film will not be returned and will become part of Cinememoria´s Video Library.  The participant who submits a film authorizes Cinememoria to use the screener copy for educational and non-profit cultural purposes only. Public exhibitions will only be done with the consent of the film’s rights holder.

SELECTION PROCESS
13. The selection of the films is the festival’s Artistic Director’s responsibility. He/she will have the advice of a group of experts. Explanations about the selection criteria will not be offered.

14. The selection of the films will be notified starting March 1st, 2010.  It is understood that the filmmakers who have not been notified until April 1st have not entered the official selection.

TRANSPORTATION OF SELECTED FILMS
15. Films are screened in their original version in Spanish or with Spanish subtitles. Exceptionally films that do not have an original Spanish version or Spanish subtitled version will be accepted. In this case, a list of dialogues in the original language and in English is required.  It should be sent to the following e-mail address:

16. The participant whose film has been selected is committed to send a screening copy of the film in the format previously agreed with the festival. He/she may also send promotional materials like posters, postcards, dossiers, etc. with a maximum weight of 500 grams.

17. The festival will pay for shipping, return and handling expenses of the screening copy.  The sender will follow the festival’s instructions concerning the transportation of this copy. All copies will be returned as soon as the festival comes to an end. Promotional materials will not be returned.

18. Screening copies should be sent to our office no later than April 22, 2010 if it’s a Spanish or Spanish subtitled version. The copies that the festival has to translate and subtitle should arrive to our office no later than April 8, 2010.

19. The Festival’s screening formats are, in order of preference: DV Cam (NTSC or PAL), Betacam SP (NTSC or PAL), 35mm and 16mm. DVD is not an acceptable screening format. If the documentary is available in several formats, the festival will select the best screening format for its purposes.

CATALOGUE, PRESS AND PROMOTION
20. The information provided in the entry form will be used for the festival’s catalogue.

21. The catalogue’s editorial contents are exclusively the festival’s responsibility.

22. The festival may use any of the selected film’s stills and up to 3-minutes-long clips in its publications, web page and any other digital or print promotional material. In the case of short films (less than 30 minutes) the clips will not exceed 10% of the total duration of the film.
